A PPO (Preferred Provider Organization) is a flexible health plan that lets you see specialists without referrals and go outside the network — for a higher share of the cost.

You’ll pay less by staying with in-network “preferred” providers, but you still have coverage if you go elsewhere, which is the main appeal. There’s no gatekeeper primary-care requirement, so you can self-refer to specialists.

That freedom usually comes with higher premiums than an HMO. PPOs suit people who want choice — frequent travelers, or anyone who wants to keep seeing a specific out-of-network specialist.
